We have not previously experienced any issues with D-AP5 (ab120003) and we are confident that it is soluble to 100 mM in water. I noticed that the *competitor name* product page that you linked to was for DL-AP5 rather than D-AP5. DL-AP5 has a lower solubility (soluble to 10 mM in water). This should explain why you thought there was a discrepancy in our solubility data.
Regarding your issues, we recommend wherever possible to prepare and use solutions on the same day. For stock solutions in advance, we recommend that you store the solution as aliquots in tightly sealed vials at -20°C. Generally, these will be useable for up to one month. However before use and prior to opening the vial we recommend that you allow your product to equilibrate to room temperature for at least 1 hour.  Solubility is temperature dependent and as such, cooling or freezing solutions may lead to precipitation of the product from solution. It is therefore essential to ensure that your product is completely re-dissolved before use.
In light of your difficulties we would be happy to offer you free replacement of one vial of  this compound as a special exception.

It is regrettable the results with ab120003have not been successful.

I double checked with the lab and the #competitor# Website and I can confirm that D-AP5 (CAS number 79055-68-8) is soluble in water to 100mM.
